Program Manager Job Description

Surgo Foundation is an ‘action tank’ focused on bringing the latest innovations around behavior, tech, and data to global development.  With a laser focus on uncovering the ‘why’, we partner with organizations and governments to help unlock some of their biggest challenges. Surgo works on major global issues from maternal health in India to housing in the US. Our multidisciplinary team includes development experts, data scientists, behavioral scientists, and technologists who are skilled in collecting and interpreting data on why people behave the way they do and how complex systems work, and in developing scalable tools. We are a small but diverse team with big plans.  

Surgo Foundation is working on several large-scale development programs in areas such as reproductive health, maternal health, HIV/AIDs, and tuberculosis.  For example, Surgo has a Reproductive, Maternal, Neonatal and Child Health (RMNCH) program in the state of Uttar Pradesh, India in partnership with the Government of Uttar Pradesh and the Bill & Melinda Gates Foundation.  Another example is Surgo’s Causal Machine Learning Initiative for Precision Public Health which is testing applicability and feasibility of applying machine learning approaches to analyze large public health data sets.

Role Description:

We are looking for a problem solver and innovative thinker who thrives with entrepreneurial cultures and brings flexibility, high energy, and a positive attitude. The Program Manager is responsible for end-to-end management and execution 1-2 of Surgo Foundation programs/ initiatives in line with its mission and mandate.  In close collaboration with the leadership team of the foundation, the PM will be responsible for designing program and investment areas grounded on deep insight analytics and strategy work. This role entails strong relationship management with a diverse set of partners including other foundations, implementing organizations, government (state and national) and private sector partners. The PM is also responsible for constantly researching and scoping both in the public and private sector to ensure that the foundation’s mandate and investment are cutting edge and at the same time in line with the policy and strategic plans of partners and government. The position requires experience working in the international development sector along with excellent stakeholder management skills.

 

Key duties and responsibilities

 Program Management and Partnership

  • Manage investment portfolios from end-to-end, including: design, budget development, planning, execution and reporting

  • Monitor implementation of individual investments through day-to-day coordination, analysis and review of data, field visits & problem solving with support of Head of Programs

  • Provide technical and managerial support to partners on the ground

  • Serve as a partner & resource to partners to facilitate accomplishment of strategic objectives

  • Design pilots/operations research to test opportunities for Surgo programs

  • Draft key documents, reports, presentations, and other communications materials for a variety of purposes and audiences, summarizing developments and recommendations for program areas and external partners

  • Proactively identifies and analyzes areas of risk, advises project team on solutions and preventative measures

Partner Relationship Management

  • Represent the vision and voice of the foundation in line with the foundation’s communication and advocacy strategy

  • Engage in high-quality interactions with partners and organizations – including grantees, foundations, governments and private sector

  • Scan the horizon for new partnerships, build long lasting relationships to meet foundations’ goals

  • Seek and actively leverage opportunities to disseminate knowledge, key learnings and products developed through Surgo investments

  • Assist in coordination of convening’s that provide opportunities to disseminate knowledge

Research and Insight Generation

  • Conduct high quality research to inform design, and strategic approach for investments

  • Be a source of knowledge for the team through the analysis of literature, policy, and technology as they relate to our goals and the technical area of the project

  • Seek and actively leverage opportunities to disseminate knowledge, key learnings and products developed through Surgo investments

Undertake other duties as requested by the leadership

 

Core knowledge and skills:

  • Demonstrated initiative to solve unstructured problems with little oversight, flexibility, high energy, and a positive attitude

  • Excellent stakeholder management skills including proven track record of working in a challenging multi-stakeholder environments & ability to build relationships with a range of stakeholders and drive immediate results

  • Ability to analyze quantitative and qualitative data and translate into compelling stories

  • Experience in the planning and execution of projects, including budgeting and activity planning

  • Excellent project management skills including experience scoping and designing programs, managing work plans, budgets, and grants/contracts

  • Creative problem solver and strategic thinker with a rigorous approach and passion for working on some of the world’s toughest development challenges

  • Resulted oriented, highly-organized and efficient; able to prioritize work based on minimal direction and multiple competing priorities

  • Experience or familiarity with field data collection, and research methods

  • Creativity, broad knowledge, and out-of-the-box thinking

  • Experience working in the international development landscape including partners, donors, and governments

  • Entrepreneurial mindset, self-motivating, and ability to develop independent recommendations

  • Willingness to travel if required and at short notice, even to remote places at times

  • US work permit

 

Preferred Requirements:

  • Minimum Bachelor’s degree in Economics, Mathematics, Finance, Sciences, Business or a related discipline; master/doctorate degree big plus

  • Minimum 5 years work experience in a field requiring both analytics and exceptional presentation skills, consulting experience preferred

  • Excellent analytical (qualitative and quantitative) skills and communication (written, verbal and visual presentation) skills

  • Entrepreneurial mindset, including ability to work independently, self-motivate, and propose and implement new initiatives

  • Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment

  • Excellent data analytic skills, ability to mine large amounts of data, etc. Aptitude in statistical analysis methods, spatial/GIS analysis skills

  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word

  • High level of proficiency with statistical methods

Reporting:  The Program Manager will report to the Director or Programs of the Foundation.

Location: Washington DC, USA

Compensation: Competitive

Travel: International and national travel (20-25%)
